How does registering for classes that have no undergrad spots left but still have grad spots

I wanted to take cs 480 but all the undergrad seats are taken. But there are 31 seats available only for grad students. There both in the same room at the same time, so if it doesn’t fill up for grads will they allow more undergraduates to register
