¿Is it a bug or is it my 2ds?

Today I wanted to download yo-kai watch blasters: white dog from 3hs (hshop) but half download it started to say that it was downloading at less than 50kib/s (It was at about 500kib/s before) and the download will be done in 10-12 hours, it's the first time I use 3hs ¿Is it a bug from being a new update or is it because the 2ds can't have the power 3hs requires?
