Broker Fees after June 11

Hey guys, with the FARE Act set to be enforced starting June 11, I was wondering about this scenario. If I tour a place and start the application process before June 11 but don't end up signing anything until after June 11, does that still mean I will not have to pay any broker fees?

For context, my lease is up June 30 and was wondering if I should hold off my hunt until after June 11.
