The adventure with our Broken AC

I moved into my first apartment 2 years ago. My AC bill averages about 300 from the months of May-October. Talked to maintenance and the office several times and still hadn’t been fixed despite maintenance being at our place several times. Finally I talk to the office and I keep getting told “it’s to cold for us to to work on air conditioners” (we reach 75 this afternoon but sure) is there anything I can do? My complex doesn’t seem to want to help at all and I can’t afford a rents with of electricity over the summer. I don’t run it crazy (74 during the day 68 at night) but I don’t have ceiling fans so this is all I have to cool my apartment and keep it bearable
