Aqua Seal - Eye Lid Primer

Hi make up pros. I currently use NARS smudgeproof eye liner base. It is a bit on the pricey side and still at the end of the day my eye shadow ends up creasing a little bit and I can live with it. However, I'm wondering if I can use a less expensive product on the days I only want to wear eye liner without eye shadow?

Would it be ridiculous to use the Make Up is Forever Aqua Seal Eye Lid Primer on an eye liner that is already water proof? I believe this product is supposed to turn non-water proof products into water proof. Double protection to prevent smudging as my water proof eyeliner creases when I don't wear primer and the NARS one seems to expensive to use up. Thanks in advance for the help!
