There is a repeat offender in Andover

This is a video of a repeat offender in Andover, Callum Bates, it is crazy that he has reoffended three times and not gone to prison, he also has a criminal record for something to do with weapons or firearms law. Does anyone have any idea what would influence such an unduly lenient sentence? Video Link https://www.youtube.com/watch?v=5gUJiNgwjC8
