What are the top 3 things to drop your background heat level?

I wanted to see if I could make the Corsair I just bought run cool enough to be stealthy. Cruising at full thrust I level off at about 33 heat. This seems way high compared to some ships I fly that I have not tried to make stealthy.

I went with a size 6 powerplant, but had to overcharge it a bit to make everything fit. I went with a size smaller thrusters too, but did not clean drive them yet.

I have a lot of modules pushing my utilized weapons deployed power consumption very close to the max. Is this the problem?

What can I do to make this bird stealthy, or is it impossible while still retaining an amount of usefulness? Will the detriments of stealthiness make it way less useful?
