Looking for One Piece-esque commission

Hey guys, I have about 60-70 dollars I'm willing to spend on a drawing of my friend as a graduation gift. I have some pictures of him running a marathon, and would love if someone could take one of those pictures and draw the scene / him in the style of One Piece, giving him Luffy's hat and making him look bad ass. Anyone willing to do that?

This is SFW btw :)
