Normal mobs not spawning?

Started a personal cobblemon server for my fiance and I, got it working, downloaded a world onto the server and now normals mobs like zombies and cows don’t spawn. I still want the Minecraft feel and can’t figure out why non pokemon mobs stopped spawning. Server and game difficulty is on easy.
