Since when are pub players actually good?

So, I play competitive. Last time i played pubs was at the start at chapter 6 to check out the new map. Everyone sucked back then- how on earth in 2 seasons did people actually learn to play.
Of course i did still kill them, but the fact they aren't even getting stuck on edits is crazy for a standard pub game.
