Disc wobble and rubbing

Chucking parts at this issue and it isn't working so far.

Short summary: rear disc rubs on the pads. These were older avid juicy brakes front and back. No amount of adjustment or bleeding stopped the rubbing.

Threw that all out and replaced with a cheap clarkes set front and back. Rubbing continued. Tried manipulating the disc a bit, made it worse. Replaced the rear disc with another one. Still rubbed. No amount of adjustment stops it.

The entire hub/cassette is moving up and down ever so slightly, with the disc following it. So the issue isn't the disc or brakes. I've replaced the axle and bearings, still wobbles.

Is the only thing left to replace the wheel hub? Can the bearing races cause enough wobble to cause disc rubbing?
