How do I order ships to a point on the vertical axis (above or below the ecliptic) in 7.50?

I feel like I'm losing my mind because I am 99% certain this is possible, but it's just not working anymore.

I haven't played in a while, but wanted to dive back in with 7.50, but this is annoying more than I care to admit.

I know you can target a ship or station above or below the ecliptic and set guidance to go there, but I'm pretty sure you can also manually set nav/guidance points in empty space.

From what I remember it involved rotating the map so it was completely horizontal, looking like a disc viewed side-on. Then you could hold a mouse button and drag to change the 'height' up and down and set guidance points that way.

Except, it's not working at all. All I can do is pan and rotate the map and whenever I try to set guidance, it's always anchored to the ecliptic.

Have I lost the fucking plot or was what I'm talking about possible in previous versions of the game?

I'm testing with a fresh game, default controls and no mods and I still can't do it
