Why can't I find other players?

New update dropped. Pretty hyped. Skipped last one. So two new missions for me. Started them both on Ruthless, multiple times. Haven't been able to find any other players? Even when selecting random queue/missions.

Is it because of the difficulty? Only the hardcore players left on the highest difficulty to match with?

All other settings are correct. Used to find tons of other players when base launched.
