Explain it to me like I’m a child

Not looking for a political debate I’m just confused… Who is actually paying for these tariffs?? I was under the impression that if I ordered from a Chinese manufacturer that I would be paying the 145% or whatever dollar amount the customs fee is to the post office to be able to get my package. If the customer pays the fee why are these companies raising their prices?? Do I have it all wrong???
