OPT Reapplication After Rejection Due to Payment Failure

I-765 (EAD)

I submitted my Post-Completion OPT application on March 23, 2025, with premium processing. Unfortunately, my application was rejected on March 31, 2025. According to the USCIS portal, the rejection was due to a payment failure, and I am currently awaiting the official rejection notice.

My OPT-requested start date, as indicated on my current I-20, is April 14, 2025. Although my I-20 has not yet expired (and remains within the 30-day window), I understand that I will need to request a new start date and reapply for OPT. My DSO has informed me that I can only obtain a new I-20 after I receive the rejection notice from USCIS.

As of today, it has been 16 days since the rejection, and I have not yet received the notice. Additionally, I officially graduated on April 13, 2025, and my 60-day grace period has now started. My SEVIS record still reflects the OPT request as "pending," and since the status has not yet been updated to reflect the rejection, my DSO is unable to recommend a new OPT I-20 at this time.

I am concerned about the possibility of missing the opportunity to reapply for OPT if the rejection notice does not arrive in a timely manner. I would greatly appreciate your guidance on the following questions:

  1. Is there any way to expedite the issuance of the rejection notice, or is it possible to reapply for OPT without waiting for the physical notice?
  2. My DSO suggested withdrawing the current OPT application to allow SEVIS to update, after which I could request a new I-20 and submit a fresh OPT application. However, I am concerned about the time required for the withdrawal process and any potential delays that could impact my grace period.
  3. I have come across a few cases in student forums where individuals re-applied for OPT while their withdrawal request was still in process. Is this approach advisable, and are there any risks or disadvantages I should be aware of?
