Gangster/ mob movie about a group of friends who grow apart.

This is driving me nuts. I saw this on tv over 20 years ago as a kid. I can't remember everything but here's what I got:

A group of young men/teens are involved in crime. It's the 1980s or 1990s. I think mafia as they are wearing leather jackets at one point but maybe not. One of them is supposed to go do a drug deal but he's at a party with his girlfriend and doesn't want to bring the girl so his buddy offers to go do it. The deal goes south and the buddy is arrested and sent to prison for a long stretch. The buddy gets out of jail after many years and I think he becomes a part of a biker gang. He dresses like a biker and grows out his hair and mustache and there's a scene with him riding a motorcycle down a sunny highway. The other friend I think goes into the mafia or drug dealing or something that he becomes successful with and they have some sort of unfinished business between the 2 of them. Maybe, the buddy who went to prison and became a biker has to kill or get revenge on his old friend. That's about all I can remember.

It drives me nuts because I'm very into the crime movie genre and have seen so many crime movies, even low budget or foreign films, but have never been able to find a movie that fits this memory. It's not once upon a time in America. It's none of the well known crime movies. I'm thinking it was made for TV or was like a B film because I can never find it. If this rings a bell to anyone please drop a title. Thanks.
