Windows background is not staying!

I’ve set a background to a picture, not slideshow or windows spotlight. But 5-10 mins later it auto changes to a wallpaper with fish every-time. I’ve followed some troubleshooting guides like turning off slideshow on battery, but still no good. Is this an issue with the theme. This never happened before
