Repellant for leafhoppers (entering through the windows)

I’ve been finding these tiny neon green insects (pretty sure they’re leafhoppers) inside my apartment—seems like they’re coming in through the windows. Has anyone else in NYC had this issue? Any tips or deterrents that actually work?
