Stream stuttering while watching

No matter who streams, which quality or fps.

I have ryzen 7 7800x3D and 4070 super. Int Speed is about 35-45mb and dc is only using up to 15-20mb.

My problem is that, streams I watch it has 0.000001second freezes for both audio and video footage and brief speed up to catch the live.

tried everything gpu acceleration on/off, adm mode.

any suggestions? Its mostly torture to watch streams.
