Why does RAW mode get so overexposed all the time?

This is an example I took with EV -0.7 and everything else automatic.

Is it normal? Does anyone have experience with Pro mode/expert RAW photos here?

Most of the time I can't correct it in Lightroom. Sometimes I have to take the highlights bar to -100 and it still is overexposed.

(I don't know if the correct word for this is "overexposed", but you'll understand what I mean by the video)
