How do I ask my boss for a raise based on new hires getting paid more?

I’m noticing new hires at my professional level at my current Fortune 500 company are being brought in at a higher salary than me - how can I bring this up to my manager or directly to HR?

For example, the current average pay range listed for roles within my professional level in the company is $71k-$98k, but I’m making $75k after two 2% raises in the last two years. I’m also looking for new positions externally for a pay bump, and haven’t had any luck. I feel like I’m not being compensated fairly for my experience and contributions at my current company but I have a gut feeling nothing will be done if I bring this up to my manager. I’d like to be making $82-85k.
