Did NSF / NCAR really just cancel APAR?

Airborne Phased Array Radar: the replacement for the rotating Tail Doppler Radar (TDR) on the NOAA P-3. If true, this would be a stunning blow to aircraft reconnaissance. The two NOAA P-3s at AOC in Lakeland, FL will be 50 years old in 2026 and are slated to be replaced by new WC-130s beginning in 2028. The rotating TDR systems now on the P-3s will not work on the C-130s. They were supposed to be replaced by fixed APAR plates on the fuselage where the beam is electronically shaped and scanned. Losing Doppler radar data in hurricanes would cripple the most advanced fine scale models that have been so successful in recent years.

Does anyone know if the cancellation of this critical program is official or is it just planned?
