Stuttering

Cs2 stutters as soon I start shooting. This have been the problem ever since it cameout. Valve is not doing anything to fix it. I have a decent pc and I run cyberpunk 2077 on High getting 140fps average but in cs2 average is 70fps and as soon I shoot it goes to 30 fps for split second. I run the game at low low setting still the same. I dont want to boil my blood over this but it seems like time to leave this. All I do now it tryna get this game fixed but no luck yet.

Things I have tried Update drivers Install new windows Clear shader cache Delete dx cache Increase virtual memory CHANGE PC (trust me i have tried AMD base machine still same) And some other things which I found on the internet.

And even if I manage to play it in peace Cheaters are there
