Another Very Beginner Question: ‘ふ’ being both ‘fu’ and ‘hu’?..

I learned about 'は' being pronounced as 'wa' when it's by itself. I saw ふ being pronounced as 'hu' but spelled as 'fu'. I'm wondering if 'ふ' follows a similar rule to 'は' or if youre supposed to always pronounce it as 'hu'?..
