Required work experience

I always think to get the charter eventually it requires direct investment related work experience of 3000 hours. Hence I know a few people who have passed all three levels but can’t get the charter due to lack of relevant work experience. But I saw from another post saying something totally different hence I’m a bit confused about the required work experience. Anyone has some definite advice here.
