AIO about my neighbors giving me the creeps

I live in a garden apartment complex and have for about 3 years now. I live with my husband and 2 roommates. We all travel a lot so we are all in and out for days at a time. The other day I was grabbing laundry out of my car and there was a man in my apartment complex (maybe 50M) staring at me so I asked him if I could help him and he stuttered and then said “no, can I help you?” I said no thank you and kept it moving. I thought about it and figured maybe I was overreacting and he was just trying to be nice and help with my laundry bag so I dropped it. Now less than a week later I am getting out of my car from the gym and an older man (maybe 65/70M) that always sits outside without a shirt on yells toward me “hey hey”, I turn to him and he says “what’s up girl?!”. I have seen this man many times outside and neither of us have ever talked to each other in all of my years of living here. Now I am paranoid sitting in my apartment due to these 2 encounters. Am I overreacting? Any tips for handling this situation if at all?
