VA tax admin question

Location: Virginia I have 2 residences. Primary is Florida. I have a second residence in an apartment building in VA where I pay for a parking space in a private garage at the residence. My license is FL. & my plates for my car are registered to FL. I just received a letter from tax admin

• VA state law requires all vehicles garaged in VA be registered with the DMV within 39 days. Law requires all vehicles garaged within county boundaries be registered within 60 days from the date of purchase or move in. Can they legally come in & force me to register my car to VA? Or even pay taxes here when it’s not my primary residence? Thank you for any help. 😊
