GE Cafe Coffee maker not brewing

Morning everyone, I have a cafe coffee maker and I press brew and it starts in the brewing cycle but I believe the heater element that heats the water does not work. And then it just constantly just stays in the brewing cycle but doesn’t percolate the water down into the coffee grinds. Does anyone have any ideas how to fix? I thought possibly shorting the red and black wire under the burner as mentioned in other posts.
