Who do I contact regarding a pedestrian sign/walk light issue

So there’s this crosswalk near me going east/west at finch avenue west and westmore drive in Etobicoke. It’s not a super wide crosswalk (4 lanes total, 2 in each direction).

The issue is that when the walk signal comes on, as soon as you start crossing, the signal starts doing a countdown from 7 seconds. So you have to basically walk super fast to cross it.

However, the green light for the cars stays on a lot longer. Like really long. So there’s a point where you could technically cross because the light is green but the pedestrian sign says don’t cross.

I noticed this a while ago but because they were doing construction for the finch line, I assumed it would get fixed but nope.

Do I contact 311 regarding this or someone else?
