Delivering a message to someone that time sheet doesn’t match what they actually worked

have someone on my team who’s going through lot of things .On his time sheet he put that he is on time but we have records showing he’s late by 20+ minutes Or More everyday. I have to now question the time sheet and also show the reporting showing the times they can in. How do I deliver this message to them?
