Do you tuck in your undershirt even when the main shirt is untucked?

My friend and I had this argument. One of us thinks that an undershirt should always be tucked in, even if the main shirt is a t-shirt and not tucked in. The other person thinks you only tuck in the undershirt if you tuck in the main shirt. Who is right?
