What is the best way to obtain magic effects for spell making?

What the title of the post says, I am currently playing the remaster, and after maxing out several of my magic skills, now my priority is to create powerful spells, but the problem is that I have not been able to find good magic effects like weakness to magic, poison damage or any of the strong summons (I am currently level 24) is there any good method for this?
