Moroccan in syria

Hello brothers and sisters, I wanna open a Moroccan restaurant in Syria, but I'm not sure if it's the right time or not yet , also not sure where to open it I have 3 cities in mind " Damascus, Latakia, Tartus " . If anybody has a suggestion please.
