Passport still hasn't come after months + expedited shipping

I am leaving the country on May 10th (next Saturday) and have still not received my renewed passport. I originally applied to renew my passport on January 30th online. I was not given any updates until late March when they asked me to approve the application. The application was officially submitted on April 4th. Because I was told I should expect my passport in 4-6 weeks, I called to expedite my passport and pay for one day shipping. This was on April 8th. After weeks of hearing nothing with no update to my application tracking, I called again to make sure they had in their system that I had requested expedited service and one day shipping. The woman on the phone told me that they had in their system that my passport was being expedited and I had paid for one day shipping. I asked how long it should take for expedited service and she told me 2-3 weeks. I told her it had been 3 weeks since I had paid for expedited service, and asked how much longer I would need to wait. She told me she did not know exactly when I would recieve my passport, that I was ineligible for an in person appointment until Monday (tomorrow), and that they had in their system that I was leaving the country on May 10th so they were aware of when I needed it. I am incredibly stressed out and frustrated, and wanted to see if anyone has been in a similar situation and has any advice to offer. The first two digits of my applicator locator number are 96.
