Can a Barangay issue a CFA if no actual complaint is disclosed?

Hi all, I’m really confused about this and hoping for some insights.

I was summoned to a barangay hearing. Next week will be the third summons.

Up to now, the complainant has refused to clearly state what the actual issue is. Every time I ask, they dodge the question or say the only goal is to get a Certificate to File Action (CFA).

From what I understand, a barangay summons is a serious matter and is supposed to be a step toward resolving a legitimate dispute before it escalates to the courts.

My question is: If iam attending in good faith and trying to resolve things, how can the barangay even approve or issue a CFA when the complainant won’t disclose what the issue is? Doesn’t the barangay need valid grounds for issuing a CFA?

I’ve already submitted a formal letter tk dismiss the case explaining my side and asking for clarification, but no clear response so far.

Appreciate any advice or experience from others who’ve been through this!
