Is the council liable for ex council house asbestos repair?

I have just bought my own home, it's ex council. My neighbour however is part of the local housing association so the Council own the property.

When we had our survey done, the out house that is split for each of us to have access to, has an asbestos roof that is in really bad shape. We were then quotes for removal, disposal and replacement.

Who is actually responsible for this service as half of the outhouse is technically owned by the council and the quote we got for a new roof was for the entire thing as they can't cut it in half.
