Number for fire that's not emergency?

A neighbor has a fire in their front yard and I'm pretty sure they're not meant to? There's a lot of dry leaves still around even after yeaterday. Said neighbor has a history of yelling and threatening people though so I don't want to go over. Is there a number I can call just so the fire dept can check if it's safe?
