What were the most sober and drug influenced cultures in history?

Most societies in history have some amount of alcohol use. But who was at each end of the spectrum? Have there been any human societies that were completely sober, not indulging in any alcohol or other mood or mind altering substances? Who is at the other end of the spectrum where alcohol and/or other drugs are hugely ingrained in day-to-day life?
