Why don’t other Super-Soldiers need the radiation treatment?

Tiny Steve goes in the Easy-Bake oven and becomes Cap. But Walker, Bucky and Red Guardian (not to mention the Flag-Smashers) didn't need the rays. Did their serum come "pre-cooked", so to speak?
