Federal skilled trades program

Hi. I have a question about the federal skilled TRADES program So I am a line cook with 3 years of experience and I was looking through this program, I might be (or might be not) eligible for the program. The thing is about the job offer, my current employer would give me a job offer but no LMIA supported. Is it possible to be eligible for the program still or not ? Because I am a little confused of the job offer requirement for the program. I did my profile and the federal skill trade program said “not met”, but only “met” for CEC and FSWP. Is the job offer without LMIA the problem or not because my point right now is pretty low and the skilled trades program for cook might give me some hopes. Hope to find some clarification since I try to do my application all by myself. Thank you
