Rent stabilized apt- landlord low balling

Hi neighbors, I’m in a rent-stabilized apartment in Astoria and haven’t had cooking gas for over 2 months. landlord gave us hot plates, but I’ve had to eat out constantly. At the same time, my second bedroom has been under construction for gas line work — totally unusable.

I paid full rent ($2,103.52) for March and April, even while living under these conditions. When I asked for a 30% rent reduction for May and June, the landlord first offered 10%, and now just $300 total — which feels unfair.

To make things worse, the building is mostly immigrant tenants, and it’s clear the landlord counts on many of us not knowing our rights. I referenced the Warranty of Habitability (RPL § 235-b) in my email, and I’m withholding rent in good faith, not refusing to pay.

Should I be calling 311 or another agency to ask what a fair reduction would be? Has anyone gone through this and gotten a better outcome?

Thanks for any advice!
