Cigs

Hi!

Sorry if this isn’t the right place to ask. My friend is going to Rockville but isn’t camping. He’s looked at the guidelines for what you can and can’t bring in and it says you can only take sealed packs of cigarettes/cigars and e-Cigarettes in. But he smokes roll-ups and not straight cigarettes. Would he have to take unopened tobacco pouches every day or would he be allowed to take a tobacco tin in?
