What is my best course of action

The state I live in has a statute that if you are fired or terminated and submit a written demand for final check the company has 24 hours to issue your pay or else they face penalty of your avg daily pay for uo to 15 days. I gave the written demand.....do I wait and just let the days pass before trying to contact someone in the state.department. i have found no additional way to contact the franchise owners or HR for the franchise. I feel like someone will ask me why did you wait and believe me i'm searching and acquiring
