Can l start HRT at 60?

I went through menopause at 40 years old. Periods stopped and that was that. l was offered the hrt patch at the time but didn't ever use it as l felt ok. Now at 60 l have a lot of joint pain and am wondering if hrt would help? Is it too late to start taking it 20 years after menopause?
