How complicated is Warno?

Hey all, I just bought Warno and I'll be downloading it soon, but I just wanted to know how complicated this game is. I love RTS games, but I've only ever played stuff like Command and Conquer with base building and very simplified units, never a deck-style game like Warno. The only other Eugene game I've played is RUSE, which is more akin to Command and Conquer. How long would it take me to learn Warno and get to an average skill-level? Is there anything that's really complicated to learn, or do things just take a bit more time than usual? Thanks all.
