Food prep worker not wearing gloves

Today at a Los Angeles location I saw one of the food prep employee topping the plates/bowls with green onions using there bare hands, not gloves or anything like tongs yeah the toppings?

I know to some people this is not a big deal and you're not always going to know how your food is being made but I feel with a place like yoshinoy there shouldn't be a need to use your open hands when putting together the food.
