Has anyone done calculations on deco buffs?

So I could get 1200 deco components to unlock the 2025 to level 3 for the 1% damage buff. Which would be 240k honor points or 24 blue prints.

Everyone says blueprints, but I don't know if they have every dissected one weapon buff against a buff across all the heros....
