Need Help with Ireland Tourist Visa

Not sure if I can post here since Ireland is not part of Schengen visa. I'm currently waiting for my work visa to Ireland and my partner wants to visit me this September sana. Given na up to 3 months ang processing ng visiting or tourist visa, pwede po kaya na as tourist yung i apply nya this May kasi wala pa akong any documents to provide (e.g., IRP, utility bills, etc) as proof for visiting relative/friend?

Also, ano po validity ng mga COE and Bank Statements and Certificates? Should it be within what timeframe? Do I also need to have health insurance and flight reservations shown during visa application?
