How do you romance Arthur??

I just got to my first new year scene with Quincy, and my plan was to date Arthur afterwards. I choose for the hex to remember me after new years, but Arthur said no when I asked to date him :( Did I do something wrong? Do I need more chemistry? Any help is appreciated 🙏
