Would Darth Sidious had succeeded and made the empire if Qui Gon didn't die?

Dooku probably wouldn't have turned if Qui Gon survived. Many Star Wars fans believe Anakin wouldn't have turned if Qui Gon survived. So if Qui Gon would have saved the two jedi who Palpatine converted, would Palpatine still have succeeded?
